Once you do enough quests in one of those cities, the next time you talk to Delvin he'll tell you he has something special for you to do and send you off to that city to get the details. Reply
WebJan 27, 2012 · The best way to do it is accept jobs from both Vex and Delvin, then quit one of the jobs until you get two jobs in the same hold. After the 5th job, Delvin will have a special job for you. Complete that and the Guild will improve some. Do the special job for each hold, and complete Tonilia's job and you should be good.
